Where ground is retained against a wall — a sloping block, a split level, a garage cut into a rise — water in that soil pushes through the wall horizontally. It shows as a patch or a band at the height of the retained soil, not as a tide-mark near the floor.

The work is drainage and tanking rather than injection: relieving the water behind the wall, then applying a barrier on the wet face. A chemical damp course does nothing here, and being quoted one is a sign the diagnosis was rushed.
